Closest municipal contests in 2017? #18

Of the competitive municipal elections in 2017, which have historically had the smallest difference between the winning and losing candidates? (Or, in multi-winner elections the difference between the last winner and the first loser.)

For those contests, what has historically been the number of votes cast in the contest for all candidates (including write-in votes)? What has historically been the number of registered voters eligible to vote?
