hr-public-facing ledger #44

In a regular lab, someone that is deemed someone not fit for the lab (i.e. plagiarizes, falsifies data) is kicked out and that is the end. However, because we are an open lab, and because the plan is to soon have people contributing to our work on github even if not onboarded, we need a way to know who is labeled as an "untrusted source" and therefore, if that person submits a pull request for something, we dont even bother reviewing it, we just ignore it. in contrast, the general rule will be that we attend to any/all PRs, even if they are not great, as a way to be inclusive and open. Thus, the idea of the public facing ledger :slightly_smiling_face: Maybe another name would be better? And, I don't think we want this on our front page or anything. We don't want this to be a focus of our workflows, as I like to think most people are good. but, this stuff does happen, so we need an established protocol to deal with such edge cases.
