This code was always a little brittle, and I don't think it's worked for at least 5 years, so rather than trying to fix it, I would recommend removing it entirely. We can always look at putting back in place later, once we're on the latest version of the DBS client. However, we might also want to think about NOT adding back in, since I think there also exist now stand-alone publication scripts.
