Support ESLint v9 #9

To support ESLint v9, I propose adding support for the new default ESLint flat config. It's also necessary to update the eslint-plugin-import dependency, but at the time of writing, it does not support ESLint v9 either.

[ ] Add support for flat config
[ ] Update eslint-plugin-import once it supports v9 (https://github.com/import-js/eslint-plugin-import/issues/2948)

Thanks. NDLA has been aware of that issue since May 2024 already.
