Connect the Trustee dashboard frontend to the smart contract

This ticket is blocked by NEAR-DevHub/neardevhub-treasury-dashboard#12 and NEAR-DevHub/neardevhub-bos#622

Problem Currently the trustee need to manually check proposals and manually issue the payment

User Story As a trustee, they can login with the trustee account and see proposals to approve (to pay), payment history, and statistics of treasury

Acceptance Criteria

• [ ] The trustee dashboard is showing actual need approval, transaction history and treasury data instead of stub
• [ ] Click pay on the "Need Approval" panel, it will approve and call smart contract to issue the payment
