As a maintainer, I want to pause/unpause my repository from participating the "Race of Sloths", so that I can in or opt out of the competition based on my project's needs or goals
Acceptance criteria
[x] Provide a simple bot command @race-of-sloths pause that a maintainer can use within any issue or pull request comment to initiate the removal of their repository from the competition.
[x] Provide a simple bot command @race-of-sloths unpause that a maintainer can use within any issue or pull request comment to initiate the unpausing the bot and getting it back operational
[x] Upon processing the command, the bot should pause all interactions within the repo and reply
