Changelog:

Implemented Weekly Top Transactions endpoint
Added conditional rendering to only display necessary data when present
Added new interface called NearWeekStats

Functional tests: sample

This only includes the "Weekly Top Active" list. Is "Weekly Top Dapps" supposed to be included (per title) as well?

@encody Corrected the title and PR description, sorry got it mixed up as I was fixing some merge conflicts yesterday and had to create a new brancha and PR
