Is it possible to use CMT-SCTP when libneat is built with libusrsctp? How to turn on CMT-SCTP? How to set congestion control algorithm?

Currently, NEAT does not build under Fedora Core with libusrsctp enabled (see bug https://github.com/NEAT-project/neat/issues/319).
