Documentation for epu_sf data. Data already part of package

Added dat_epu_sf.r doc and equivalent rd file
Added entry to pkgdown.yml

@kimberly-bastille Thanks. So it looks like EPU_extended.shp (that is read in) already has centroid points and already has CRS: NAD83. Wondering why that is read in but another product created from it? Why not just use the extended shapefile?
