Changes to GOO to get it to persist at 3x starting biomass.

Change to BSB's C array - persists at 10x starting biomass.

Changes to SCA - Persists at 7x starting biomass

Dropped Age Class 1 reproduction on COD and STB. Did not fix the Age Class 2 explosion. Likely due to that group also reproducing while being considered juveniles not subject to adult mortality.

@andybeet Resolved merge conflicts. Looks good. Mum scale changes already incorporated in dev_branch

@gambler1650 @jcaracappa1 Looks like a lot more species changes than those listed above. the at_biology_prm file shows WHK, MAK, BFT, SUF + others. Intentional? Edit: I see, this was addressed in the merge conflict. All looks good
