Change Street Name field width #4

Structural change between versions 1 and 2 or NENA-STA-006

Change Street Name field width from 60 to 254 in the RoadCenterline layer and the SiteStructureAddressPoint layer.

Source NENA-STA-006.2-2022 from sub-bullets in "Specific structural changes to the Data Model that were made:" bullet on page 13 under the Reason for Issue/Reissue section.
