This is updated surface file generation workflow.

@srweintraub , I grabbed the code from your fork and made a few updates to allow the S3 output and adding the file description metadata. It should still work locally, you just need to set MethOut = "local" and DirUsr = "sw". Do you mind having a look to make sure I didn't mess up anything?

All data files are accessible from ECS now. Example for HARV ==> https://s3.data.neonscience.org/neon-ncar/NEON/surf_files/HARV_surfaceData.csv
