Error message informing users of upload photo limits (due to Pantheon) #74

There are limits due to Pantheon on uploads: From Pantheon’s docs:

• Maximum PHP execution time and other timeouts can be configured as noted in Timeouts on Pantheon.
• Maximum upload_max_filesize and post_max_size is 100MB. This cannot be changed.
• Maximum max_file_uploads is 20. This cannot be changed. https://pantheon.io/docs/application-containers

Issue is therefore to add a more informative error message for the user where this issue is encountered.
