Update repeat_n.cuh contents from stdexec/repeat_n.cuh
Enable GNU extensions, previously erronously set to NO instead of ON which resolve the compilation issues in stdexec apps. Probably a recent in stdexec fails compilation without GNU exts which triggered this.

@mhaseeb123 is this ready to merge and well tested for both cpu and gpu build? Please confirm, and I can approve and merge it.

nit: please remove the last commit that updates repo name. https://github.com/NERSC/hpcpp/pull/17 did that.
