removing kernel module loading support adding modules support to the shifterConfig.json file generated by instantiations of shifter either via setupRoot or shifter

Coverage increased (+1.4%) to 64.715% when pulling 90dd312d91f8bacd2541bab9ebe02778f6046c18 on modules into ddb724945acdf21dbe169b2041951a755b167c9a on dev.

@scanon's suggestions were considered, and the function was largely rewritten to fix the issues. a couple other minor issues repaired
