worker threads will timeout on even a modest image pull with the default config.

Coverage remained the same at 64.638% when pulling f4e441e52e00fbc3ae2004a100657bf51c111af3 on scanon:timeout into 5a4a8cd85e57f9108af43c5f898647cda51382a7 on NERSC:master.
