Completely re-do the NESCent model description

1. [x] Mark up the current NESCent Model text, then move & delete stuff
2. [x] strike-through all the text that is redundant to guidelines
3. [x] highlight the text that belongs in lessons learned
4. [x] delete the redundant text
5. [x] move the highlighted text to Temp Lessons Learned
6. [x] Massage the remaining text in the NESCent Model section into a brief (<5 page) gloss on the guidelines
7. [x] Integrate the Temp Lessons Learned content into Lessons Learned section (your name here)
