Rpopgen docker build is failing due to missing remotes package #19

See rocker-org/rocker-versioned#24 for description. We may need to include the remotes package directly here.

Just as an update to those who come here and don't check all the parts involved, the absence of the remotes package as been fixed in the upstream Dockerfile (rocker-org/rocker-versioned#24). However, the rebuild of the upstream rocker/tidyverse container has failed, and thus a rebuild of the rpopgen container, even if triggered manually, will not produce a changed result.

Hence, I'm keeping this issue open.
