Ensures that circle.yml isn't deleted from gh-pages. #139

If it is, CircleCI complains, see #138. This change will also ensure that circle.yml will stay up to date with the version on master.

Fixes #138 when merged.

I'm going to merge this myself, for one because the change is relatively small, but also because it's a fix to a previous PR (#133) for an issue ( #127) that could only be tested for by applying the PR. (I was actually wondering whether or not this would become an issue - now we know that it does.)
