Python 3.11 bindings and test fix #101

Add python 3.11 bindings. (Fixes https://github.com/XENONnT/ax_env/pull/283)
Prevent testing on ubuntu-latest when testing python 3.6 as that is no longer running on ubuntu-latest.

Sorry @JoranAngevaare for the year-plus delay! I've just merged pull request #112 and tagged v2.0.4, which should address this pull request and #107 . If you have concerns, let me know! Else, I'll remove/close this pull request in the next few days.
