Pace #25, might be nice to have special project-specific shortcodes to consolidate long shortcodes that shouldn't be tampered with.

Needs:

[ ] special project-specific shortcode definitions and handlers
[ ] a mechanism to make shortcodes unavailable to sites outside the project for which they are defined
