I encountered a few different things while investigating an issue with captions that was reported to me last week:
First, the captions she uploaded for this file aren't displaying when the video is played: http://hdl.handle.net/2047/D20324272
The VTT file that was shared with me separately is formatted correctly (I can share it, if needed). I tried in Firefox, Chrome, and Safari and none of the browsers displayed the captions.
Second, attempting to download the caption file by clicking the "Text Document" content object for http://hdl.handle.net/2047/D20324272 triggers a system error
The captions display as expected with these files in Firefox and Chrome (ticket #1161 covers the issue with Safari), but clicking the "Text Document" content object downloads triggers a download for an ASCII file, not for the original VTT file. The file can still be read, but it should have retained its original .vtt extension.

Third, in order to investigate whether or not there is an issue with all caption files or just this particular file, I tested a few different files that already have working captions: https://repository.library.northeastern.edu/files/neu:cj82sv70d https://repository.library.northeastern.edu/files/neu:cj82qf55g https://repository.library.northeastern.edu/files/neu:cj82qj464
