XML load fails because collection cannot be found #1212

When using the XML loader in Chrome Version 95.0.4638.69 the collection selection drop down menu is not behaving as expected.

Typically the user types in a PID and sees two drop down menus (which seem to be duplicates of each other - a separate issue). The user selects the appropriate collection in the first drop down, then again in the second, and the collection information is entered into the search box.

Today it was reported that only the first drop down menu appears, not the second. When the collection is selected from this first menu and entered into the search box, the load will fail after it is submitted with the following error message:

Error occurred while creating file. Error received was: Unable to find 'neu:162 - Economics Dissertations' in fedora. See logger for details.

The selection process behaves as expected in Firefox.

Caused by a combination of caching of old data from before the user's permissions were updated and the user's browser settings.
