Updates to data pipelines

• adds functions on filtering channels based on signal quality
• fetch datasets based on event descriptions
• notebook: get average & standard deviation on absolute power across all channels.

pending:

• [x] update data summary for event eg. "eyes closed" to specify - a set of channels to include
• [x] update data summary for event eg. "eyes closed" to filter out channels with bad recordings from results
• [x] filter events by epoch
• [x] add relative power & signal quality summary to the eeg.py for a single dataset
• [ ] add final script to the public scripts repo
