Error Handling Exceptions #6

Adds Error Exceptions to the internal structure of the library, or more like areas that require it. Exceptions are handled by users, allowing for more power over how to deal with them.

Be advised, C# wrapper is still in the works. there is a problem with how exceptions in C++ are handled that C# can't do for some weird reason.
