Investigate process for obtaining NERSC training accounts for tutorials #11

As an alternate or extension to training attendees on how to run fates on their personal laptop or workstation, which effectively limits tutorial cases to single site or limited regional cases, we could attempt to secure training accounts from NERSC to allow them to run full global cases.

It looks like we will need the following details:

Workshop: name, dates
Accounts: number, system, availability lead time and post tutorial time

It appears that any NERSC user can make this request.
