Is your feature request related to a problem? Please describe.
This isn't related to one discrete issue, but we frequently get requests from fates users who are having issues setting up an hlm-fate installation on their personal unsupported machine. Similarly, experience fates users who have successfully ported to a local machine often have trouble navigating the different updates to HLM infrastructure (mostly cime-related) that occur with some regularity. For an example see https://github.com/NGEET/fates/issues/814.
Describe the solution you'd like
Create a new page or a section on the installation page that describes how to port hlm-fates to your local machine.
We could provide a link to the containerized fates versions or other containerization solutions (i.e. CESM-Lab, Galaxy). The latter of these container options are fully online; I'm not sure how limiting (if at all) they would be to users in terms of I/O space or customization. Will they move away from a container to a custom port for these reasons?
