I think the cap is arbitrary, and mostly to act as a quasi cap to prevent runaway recruitment feedbacks...

In biogeochem/EDPhysiologyMod.F90:seed_germination(),
We cap the amount of germination of seeds by 1 kgC/m2/year.
This value is a hard-coded parameter in the subroutine.

It looks like the cap has some basis, I just don't want it to be forgotten, and there to be a record that this is something that happens.
