Static Stand Structure mode has in the past allowed for leaf phenology in deciduous plants. This was turned off because it was failing the regression tests (with expanded list of PFTs). This is because the mass fluxes due to leaf drop were never completely coded up.
This is a note to potentially add back in this feature (if there is desire/interest) (for deciduous), and potentially expand it to allow for maintenance turnover and replacement of tissues in evergreens.
