Because of previous data imports, there are a lot of duplicate localities that need to be merged.

Co-assigning to @Sosannah : Merging localities can probably only be done by direct interference into the database using SQL, but you're welcome to investigate alternative options. Any experimenting is to be done in the sandbox database first.
