Fix issue with ordering and mandation of Data Elements in Data Sets #372

James had identified an issue with the ordering and mandation of Data Elements in Data Sets. This needs fixing for testing.

15/2/22 - this is still not working and will prevent production of the Wiki page until this is fixed.

433 has been closed but we do need to understand how to add mandation of: M, R, O, P and X.

James thinks this has been fixed.

Data Sets is a big piece of work and needs further investigation. We may have the option of creating a data set or importing the data set.

Peter thinks this is fixed. Peter will show us how to create data sets.

Peter has identified an issue with data sets, including group multiplicity, group repeats etc.

Should now be fixed using the Data Set Table profile
