HTML editor required for creation of new items #383

Currently to add links to a description, you have to create the description, save and go back and edit (when the html editor will appear). This has been agreed as not acceptable as it will take too long to create and edit items. Most items have an internal link. This needs fixing for testing. Is also required to create the Wiki pages.
