V3 row, e.g. M/R/O #460

In V3 there is a row for, e.g. M/R/O which differs between data sets. In the published version of V3+ this doesn’t appear.

This wasn't going to an issue as when we moved to authoring in Mauro the issue would no longer exist as data sets are created differently. Now the Mauro project has been stopped, it isn't required on the published version of V3+.

I asked James if we could remove the row as it not used by anyone. He said that the Oxford release process addresses this so this will be put on hold until after the December release to consider this.

Publication still not being done through Mauro so this issue still exists.
