Creating Data Set Constraints Pages #474

We were previously able to create Data Set Constraints Pages. We previously didn't have to add anything in the Definition box. I have just tried to create one and got this:

@AngelaFaulding I have updated the NHSE test environment with a fix for this.

A change has now been deployed to the test environment. The "Definition" field is now optional again, if you don't enter a value then it will automatically become the same as "Code" without user intervention required.
