Mauro User Categories for Terminology Server #479

Issue #409 resolved the user groups for access to Mauro and the Orchestrator. We may need a group specifically for those who need to upload to the Terminology Server. Issue created to be considered for Post Migration.

We can use the existing user group "Terminology Server Administrators" which we would like to rename for migration as per #409
