Moving a Data Element to the retired folder

@jamesrwelch - there is a retired folder for Data Elements. How do we move Data Elements to this folder?

I have retired PATIENT DIAGNOSIS INDICATOR (DEMENTIA) in CR8008

But it doesn't show it is retired

It could be confusing if we can't move them, as we retire Data Elements many Data Elements.

This can't be done currently, but James is fixing this via another issue.

The Wiki page "Retire a Data Element and Data Element Code Set" needs updating once this is resolved.
