For Change Papers, we would like items listed in the summary to take the user to the relevant changes section within the PDF document and not link to the dictionary website. This is because the user needs to see the changes made and not the existing definition.
Links in the changed item to existing (unchanged) items can go go to the live dictionary.

I have investigated this further. While DITA will allow internal links to work inside a PDF - so clicking on a link to an internal topic (item) in the file will jump to that part of the PDF, not go externally to a website - the code library being used to produce the DITA does not support this, so I cannot implement this at this time. This will need to be a future planned enhancement that we can discuss for a future tranche of work
one thing you requested which I explained in Zulip was not possible yet was the summary of changes links in the PDF output do not jump to the page/section within the PDF file, they go to the external Data Dictionary website. This will have to be further planned/scoped work for a future SOW.
On 5 November 2024, we asked Peter to remove the external links as these are unhelpful.
