Governance properties - additional/new content proposed #93

We need to get a set of default properties on every dictionary item to state that it is governed by the Data Coordination Board process. @maxChappell to propose approach

Future - will need to be able to add other (singular OR multiple governance bodies - at the item (but not code) level and at model part level - e.g. for a data set. class att elem bus def

DDA, DCB etc.

The aim is to add a single property to each item to state who has approved it, i.e. DAPB or a predecessor I suggest this is handled during migration, not post, since migration is the obvious time to inject a new property.

@jamesrwelch - can this be added as an extra field in the profiles? With initially a fixed value of DAPB which can be changed?

Suggest that it's probably more than one attribute needed here - will need some form of temporal attribute to represent what date the item was approved on OR some link to the approval documentation/record too...perhaps for V4, but thought it worth noting

Nicholas agrees with Maxine. We need answers on the CRs and history before this can be done.

James could do this during migration. Add a single property with DAPB approval, as a default. Suggestion is this is done at Data Set level. At the moment we only have DAPB approved items except the COVID and GP Data Set pages, which are not authored in Mauro.

Post Migration: this can be aligned with DD4C profiles. Do we need a date? Date the standard is approved, i.e. DAPB meeting, ISN Publish Date or Email notification date.
