NIAD-1197: Make address fields optional

Description

Based on the examples of the Edicact messages for NHS002 which we have seen, the NHS002 ADR segment doesn't include the postcode in it compared to the NHS003 ADR segment. That's why to be able to translate both NHS002 and NHS003 ADR segments we decided to make the UnstructuredAddress address fields to be optional.
