Create a quickstart.md page #250

Feedback from the Data teams using the framework for the first time. Bit overwhelmed, weren't sure where to start, or look. Could do with a "quickstart.md". Signposting them through a typical process when a team starts adopting the framework. e.g. start with a quality review: link to pages for that, then a dashboard, then kind of "reading order" for the framework: principals first, then following through to patterns. Then highlighting the useful tools. etc.

Happy to pick this up if we're generally happy that a quickstart.md would be a useful thing
