This PR is to ensure to provide quick and consistent feedback on the Markdown formatting.

Here are the use cases:

GitHub workflow action triggered on PR
Git local hook triggered on commit
Direct execution of the script ./scripts/markdown-check-format.sh run from the command-line

No changes to the content of the Software Engineering Quality Framework
