This PR includes the following changes:

Format attributes as table
Introduce the Owners attribute
Introduce the Actions section
Prompt to provide weighting for options
Prompt to state if this is a reversible or irreversible decision
Prompt to state under which conditions the decision no longer applies
Add a note on non-trivial decisions to include comparison table
Add more tags as an example
Changes to patterns/everything-as-code.md are just formatting prompted by the linter
