A few changes which were required before starting real work on EM-933. They boil down to:

making the tests work properly in python 3.12
breaking out builds to check both python 3.11 and 3.12
fixing the self-signed cert configs to work with newer versions of openssl. This isn't vital, but will start to break as our distros move to 3.1+
within stacks/localstack, pinned the Terraform AWS provider to version 5.66.0 as the new 5.67 release implements validation using ValidateStateMachineDefinition which isn't supported by localstack and therefore breaks dev builds.
