Use LocalStorage to control whether or not to show cookie ribbon #166

I've implemented this in my WordPress theme, but suggest the ability to keep the cookie ribbon closed is a universal requirement and should be part of the framework to avoid duplicating code.

I think we can close this as it was addressed in https://github.com/NHSLeadership/nightingale/pull/165. Do you concur @cehwitham?
