Allow for nonexistent cookie ribbon #187

Nightingale-WP (and possibly other themes based on Nightingale) has the ability to enable and disable the cookie ribbon. When it's disabled, a JavaScript error occurs in cookies.js because the element 'jsCookieRibbon' cannot be found, as shown below:
