modify VariantPValueTrack `popupData` to include the gene, if QTL track #42

The gene needs to be included in the eqtl track popupData. Ideally this should be a link, but because the FILER files do not provide enough information, for now we will just display the gene_id.

This involves two steps:

[x] remove the check for the popupData being of type function see L182C20-L184C29 in the track definition
[x] add name = "Gene", value = f.gene_id to the data object after the variant and before the location

TODO: at later time change the gene to a link to a GenomicsDB record. Leave issue open until this is resolved
