Apply funding helper consistently

Issue Description

Ensure that the funding helper function is run on ResourceCatalogs and every repository so that the identifiers are linked to NIH RePORTER whenever possible. Furthermore, Funding organizations should have either a ROR ID or CrossRef ID whenever possible so that the metadata is formatted consistently and/or has consistent information.

Currently, the Funding helper does not appear to apply to ResourceCatalogs so the availability of relevant funding metadata is limited/missing. Additionally, the PubMed helper does not appear to be applied to relevant fields in ResourceCatalog. the PubMed helper should be used on any field where the @type value is ScholarlyArticle

@jal347 Since the ResourceCatalogs are being ingested via the DDE parser, please investigate the use of the funding helper to standardize the NIH grant IDs for ResourceCatalog records
