New invocation mode: Validate single file #123

Orders from above. Something like

fort --mode=validate-file cache/a.b/rpp1/achoo.roa

or

fort --mode=validate-file rsync://a.b/rpp1/achoo.roa

Should validate upwards to the TAL, and nothing else.
