The 6791 pool is malfunctioning. #235

This is already fixed. Reporting for tracking purposes only.

The RFC 6791 code was somewhat ruined during the transition from Jool 3.4 to 3.5.

The pool is supposed to yield a host address when it's requested an address and has no elements. In Jool 3.5.1 however, the pool was always returning host addresses.
