Add support for kernel 4.9 #236

Linux 4.9 was released. I haven't yet checked if Jool works out of the box.

I've compiled Jool on 4.10 - haven't tested it yet. But to make it work I've had to a couple of changes https://github.com/andir/Jool/commit/a561fc0ac415b0ffd82b82d6699107da1d1679e1 (still lacks proper kernel version switches)

I'll give it a spin this evening and report back.

No errors found on kernel 4.9.0-040900-generic.

(I'm going to close this issue. I do not mind further discussion on kernel 4.10 here, though opening a new bug is suggested.)
